TRAI New Recharge Rule: Jio, Airtel, Vi Must Show TRAI-Mandated Packs First, Deadline 30 October 2026
TRAI has ordered Jio, Airtel, Vodafone Idea and BSNL to stop hiding their cheapest mandated recharge plans. Under the regulator’s direction, every operator must now show a separate “TRAI-Mandated Packs” section as the first tab in the prepaid recharge section of its website and app — and the deadline to comply is 30 October 2026.
Quick Facts
- What changed: a separate, clearly visible “TRAI-Mandated Packs” tab, shown first in prepaid recharge sections.
- Who it covers: all telecom service providers — Jio, Airtel, Vodafone Idea and BSNL.
- Deadline: operators must comply and submit a compliance report to TRAI within 30 days of the direction dated 1 October 2026 — that is, by 30 October 2026.
- Where it must appear: websites, mobile apps and exclusive points of sale (recharge shops).
- Plans included: 30-day validity plan vouchers, same-date monthly renewal plans, voice-and-SMS-only Special Tariff Vouchers (STVs) and combo vouchers.
What Is the TRAI-Mandated Packs Rule?
TRAI already requires operators to offer certain basic recharge options: plan vouchers with 30-day validity, plans that renew on the same date every month, and Special Tariff Vouchers that give only voice calls and SMS — without bundled data. The problem, TRAI found after consumer complaints, was not that these plans did not exist, but that users could not find them.
In several cases, TRAI said, the mandated vouchers were placed under unrelated categories, or took multiple pages and screens to reach — so customers ended up buying costlier daily-data combos instead of the cheaper plan that suited them. The new direction fixes discoverability, not availability: the plans must now sit in one clearly labelled section, first in line.

Which Plans Will Appear in the TRAI-Mandated Packs Tab?
- 30-day plan vouchers — plans with a flat 30-day validity, instead of 28-day cycles.
- Same-date monthly renewal plans — plans that renew on the same date every month (or the last date of the month, if that date does not exist in a month).
- Voice-and-SMS-only STVs — Special Tariff Vouchers for voice and SMS only, with validities of 30 days or less, plus at least one longer-validity voice-SMS STV.
- Combo vouchers — the mandated combo options operators are already required to offer.
For users who mainly call and text — and for second phones, elderly users and low-data users — the voice-SMS-only STVs are the most useful part of this change, because they can be far cheaper than a data-bundled plan.
What Changes for Jio, Airtel, Vi and BSNL Users?
In practice, when you open the recharge section of the MyJio, Airtel Thanks, Vi or BSNL app (or the operator’s website), the first tab you see should be “TRAI-Mandated Packs”. From there you can compare the mandated plans directly, instead of hunting through categories. The same section must also be displayed prominently at the operator’s exclusive retail points of sale.
Nothing about your existing plan changes automatically — this rule changes how plans are shown, not which plan you are on. If a cheaper mandated plan suits you better, you will now be able to find it and recharge with it yourself.
Why TRAI Acted Now
TRAI said it acted after receiving complaints from subscribers about the lack of transparency, visibility and ease of access for mandated vouchers, and after its own review of operator websites and apps confirmed the problem. In its own words, the purpose of mandating specific vouchers is to give consumers appropriate tariff choices to make informed decisions — and that only works if the vouchers are actually visible.
One honest opinion: this is a small rule with a big everyday effect — it does not cut prices by itself, but it ends the quiet nudge towards costlier plans, and for crores of prepaid users that visibility is worth more than another new plan launch.
What to Check After 30 October 2026
After the deadline, open your operator’s app and check whether the “TRAI-Mandated Packs” tab appears first in the prepaid recharge section. If it does not, that is itself a reporting point to TRAI — the compliance report operators must file is the regulator’s check on exactly this.
