No. This tool only works when you know the password, or when the file merely has copy/print restrictions. No honest tool can recover an unknown strong password.
Why is the text in the unlocked PDF not selectable?
For safety and compatibility, each page is rebuilt as a high-quality image. The pages look the same and print the same, but the text is part of the picture.
